Captains and one-ship-per-turn

A completely new feature is coming to Battle Fleet 2 that will hopefully improve on a few things from the original game: Captains.

Each ship will now have a Captain that you can select during the fleet setup stage of the game. Captains will have some special abilities as well as an Experience Level that affects the turn order of their ship. So ships with a higher XP level Captain will go before ships with a lower XP level instead of a player moving all of their ships during their turn. The different Captains will trade off XP level with other abilities to balance them out and make for interesting tactical decisions when building your fleet. I am considering giving each Captain a point cost as well (like Ships currently have) so that you will have to choose either 1-2 high level Captains + novice Captains for the rest or have a more balanced list of medium level Captains.

This change to the turn-based gameplay from BF1 will hopefully improve on these 2 factors:
- Faster Turns. In BF1 turns could take a few minutes especially if you had a large fleet, so in multiplayer games there was a fair amount of waiting around for the other player to finish their turn. Now with 1 ship per turn, the game will bounce back and forth between players much faster.

- Better Balance. Because of the ability to move/attack with your entire fleet in one turn in BF1, players could sometimes disable or destroy enemy ships before they even had a chance to do anything. If you got your fleet in range before the enemy you could do serious damage on your turn. Now, you'll get a chance to get some shots off as the enemy fleet approaches, making for an important game balance improvement and expansion on ship movement strategy.

Feel free to leave feedback on these changes, I'd love to hear what you think.
